About burning VideoCD and authoring DVD with free software

Hi, I know many free burning software can burn DVD but is there any free ones can burn VideoCD ?

and then, if I want to burn DVD-video I need a software to repack mpg to vob, any freeware recommended?

I agree. However, if your mpg (and audio files) are already compliant with the DVD-Video standard, you can use Muxman to convert them to VOB without re-encoding.
