Possibly 2 different answers needed:

1. Given that I want to record some tv shows and then edit out the commercials, what would be the best format to capture in if I don't plan to re-encode? It seems difficult to make exact cuts in Mpeg-2.

2. If I want to then convert it to Divx, should I be starting with a different format, and if so which?

You will get the best results when you capture using a lossless codec like HuffYUV. If disk space is critical (because you will need a lot) you can also use a slightly lossy codec called MJPEG wich compresses a bit better but still gets very good results. With these both codecs you can cut frame acurate because every frame is a keyframe. Then you can encode to divx with whatever method you like.
