I have never done vcds or svcds but I was under the impression that you could burn 800Mb to a 80min CD in this format because there is less error correction then with data CDs. VirtualDub will not work for cutting mpegs as it cannot save this format, but the mpeg tools of TMPGEnc would do this.

Get TMPGenc and go to file-mpegtools, go to basic demuliplex and put in your mpg and press run. Then get bbmpeg and click 'start encoding', go to input and output files, press 'open ps' and type in any name. then go to 'open vs' and open one of the files that tmpgenc created for you. Then go to AS 1 and do the same. Go to program stream settings and select svcd. On the general settings bit, go down to max size and type in what size you want your files to be split at. Then press ok. and encode.....or you can check out the guides first for a more graphical explanation.
