Duplicating Overscan

I have some older 80's anime on DVD that is film based.
When viewed on a regular SD Tube Monitor it looks fine.

When looking at it on an HD or Computer Monitor I can see the film splices at the bottom and top of the frames whenever a scene transition occurs.
This get's fairly annoying after awhile as it looks like there's something wrong when there isn't.

On a TV or regular monitor it is masked by the monitor doing an overscan.

I'm wondering if doing a slight zoom to duplicate the overscanning would be a way around this and how one might go about doing it?

Think my only other choice is to manually edit the frame to try and clean it up but that is going to be very time consuming.

Any ideas appreciated.

play it with Media Player Classic and use the numpad to zoom the video.

This is for online distribution and would like it to play "nice" on any player without hindrance to the user.

A crop and resize seems to be one method but still looking for ideas.

Then you need to stick with the latter one.
