I want to cut a sample from an AVI file with the codec H264. How can I do it?
File properties:
Video: MPEG4 Video (H264) 640x480 23.98fps 1250Kbps
Audio: MPEG Audio Layer 3 44100Hz stereo 128Kbps

For VirtualDub you'll need a VFW Codec (not "filter") that supports H.264 decoding ;)

ffdshow can do that, it has a VFW interface. But make sure you enable H.264 in the VFW configuration dialog!

Also you might want to give Avidemux a try instead of VDub. No need to mess around with Codecs :p
