Put your cursor over the option list for the feature and a discription box will pop up.
I also recall hearing that if the precision is higher then dark colors will show up better.

especially with tmpeg youŽll get better colour transitions with 10bit.

All matrices I've seen being used in mpeg2 encoding is 8x8. Unless DC precision is actually the dimension of the matrix ("n" in the link, which I highly doubt) this link doesn't answer the question.
