How to get rid of lines/fringing in Divx movies?

I noticed after I run a VOB file through Xmpeg and create the avi, the avi video has these horizontal lines.. horizontal fringing. I don't quite know how to explain it. But it's nasty.. how do I get rid of it?

what you are describing sounds like interlacing and from what i can remember xmpeg has no way to deal with interlaced sources
a good solution (works well for me) would be to use gordian knot and when u save from it choose the IVTC option
