Best quality avs script and converting method hdv to avchd conversion?

Hy!
I'm newbie about working with avisynth, and conversion.
Can someone help me what is the best converting method to convert PAL HDV material to format avchd, or making working hd-dvd format disk to burn a reguler single or dual layer dvd with remain the quality best.

envagyok, please read up on the rules. Specifically, Rule 12 (http://forum.doom9.org/forum-rules.htm): You shouldn't ask what's "best."
