Resizing = decreasing quality?

I'm having an argument that if a video gets resized it looses too much quality. I say there's almost no difference when comparing, but a friend of mine is afraid that too much quality is lost when viewing full screen.

It's a video with the dimensions 692x462 and I wanna resize it to 528x"do the math".

Resizing will lose detail, yes. If the original is low enough quality, of course, there's little to lose.

If you a compressing to fixed (average) bitrate and your target bitrate is very low, downsizing might be a legitimate option.
Of course you will loose details in the resizing step, but you get less compression artifacts in the following compression step.

The lower the resolution, the more unsharp it will look in fullscreen mode. That's right.
But compression artifacts also become more visible when you go fullscreen mode and they can bee pretty annoying too ;)
You will have to find the right balance and you should do a few test encodes...

Yes, it is true that resizing downwards will always lose quality, objectively speaking. Once you resize, you can never truly regain that detail, with very small exceptions in the case of extremely flat and not-so-detailed anime sources. But, like LoRd_MuldeR just said, downsizing can help since you can use a lower bitrate (or get more quality out of a given bitrate) when viewing fullscreen.

The real question you need to be asking is: Will resizing make a difference for me when I play my video back? If you're playing back at original resolution, probably not. If you are playing back at fullscreen, high resolution monitors (1680x1050, for example) tend to give a very smooth and undetailed image with low resolution input, so it's better to throw a higher res input at them.

This is exactly why we're torn about resizing or not. I never watches these videos full screen, but he does. I guess we have to make a compromise both of us.

It's a video with the dimensions 692x462 and I wanna resize it to 528x"do the math".the only reason i can imagine why you want to reencode is to reduce the filesize. reducing the filesize is obviously reducing the quality of the encode. as it has been mentioned, reducing the resolution might help to reduce compression artefacts, but still the a major source of quality loss will be the smaller bitrate

if you dont want to decrease the filesize, the downsizing makes no sense for me
