Difference in Mpeg2 and 480p HD bitrate

What is the difference in Mpeg2 and 480p HD bitrates ?

PAL Mpeg2 has 720x576 = 414,720 pixels @ 25fps (720x480x29 for NTSC)... while
480p HD . . has 853x480 = 409,440 pixels @ 30 fps
PAL Mpeg2 has fractionally more detail but 5 fewer FPS than 480p HD.
Of course, MP4 has a much better compression algorithm than Mpeg2 !

Given a similar movie released in each format... what kind of differences in bitrate could be expected ?

480P is not high definition.

It's more like you're talking about the PAL and NTSC differences. Where PAL is 720*576@25fps and NTSC 720*480@30fps.

It's clearly not HD as you correctly point out that it's pretty similar to PAL and NTSC though slightly better than both.
That said, Apple - iTunes (http://www.apple.com/trailers/disney/walle/) lump it in their HD category... probably because the movies have been digitally re-mastered into Mpeg4-p10 (H264) with 30 FPS.

This will certainly benefit newly-made movies which were produced at 30 FPS (60 half-FPS)... but
HD and NTSC both suffer from FPS-overkill when it comes to older movies since most were shot at 24 FPS film.

PAL remains the re-coders format of choice for older movies @ 25 FPS.
