Need help IVTCing/deinterlacing (?) this source. . .

I feel like I have tried a lot of methods (telecide,tfm,uncomb,tdeint,leakkerneldeint...the list goes on), but none seem to *completely* work. Here's a sample:

I would love to know:

1. What this kind of problem is.
2. How to "diagnose" it in a given source.
3. How to "treat" it.
4. Any other similar problems I should know about.

2 progressive fields for every 1 interlaced (mostly)? Never seen anything like it. Some wonky telecine method that removes fields instead of adding them, with a hint of field-blending for kicks.

I get smooth results from Tdeint() alone, I don't think you can much improve on that (aside from using nnedi as the interpolator). Other combinations were a wash or jerkier. If other areas are normal telecine, though, tdeint will cause jerkiness there.

For diagnosis, separatefields() is always the fallback method. Just start visually matching fields until it makes sense.

Your sample is a hybrid. The pan is 29.97fps, the other parts 23.976fps.

So I guess I'll have to deinterlace the NTSC and IVTC the FILM, huh...
