I am encoding my HDV captures , wat should be the minimum bitrate i should use and wat codec to use for 720p ?
If its gonna be a high bitrate encode like >3000 Kbps , should i use xvid instead of x264 ?

(P.S. for 720p, 3000kbps is not "high bitrate").

Proper English, for starters.
Use xvid or x264 based on your playback needs (play it on a divx player, or your pc can't handle it? stick with xvid), not bitrate or resolution.
If you use x264, use a crf, aka constant quality. Pick a quality and it'll use the bitrate needed to get there. Search, there's a lot of discussions on how to use it.
