How to invert IVTC?

I've a DivX video, that seems so have been IVTC. It's pretty clear that the original was interlaced, not telecined.
I think, that quality would improve if converting it to telecined again, and after that deinterlace. I know that some information has been lost, but I would still be able to deinterlace. Of course I don't want half frames, so I'ld either have to restore them using the image before, or remove 1 of every 5 frames (should be easy to do that with AviSynth).

So the question is, how can I telecine a video?
I usually use Sony Vegas, but I also have Adobe Premiere/After Effects, VirtualDub and AviSynth.

If the original was interlaced (or so you suspect), and not telecined, why go BACK to telecined as you put it? Furthermore, if it was telecined, why deinterlace it?

You might want to clear up your terminology as interlacing =/= telecine. Also, "inverting" IVTC would essentially mean telecining (as IVTC is already the inverse), and unless you're preparing this for DVD, I do not see the reason for this.

2) What software and procedures did you use to convert to a DivX-compressed .AVI?

I'm not sure about the source, but I guess it's from a VHS (I'm sure the sound used to be analogue - because of the noise). I didn't create the DivX, I'm just repairing the image.

@dbzgundam: Because the original has been IVTC, the video is messed up. The only way to recover the interlaced data would be restoring (most of) the telecined video. (telecine a video should undo the IVTC)

BTW I've looked a little better at the video, and it seems that part of it really was telecined (so that's ok now), but part of it wasn't. So I only have to restore the part that used to be interlaced.

I think that it was licensed in the USA as: I Give My All.
