I look everywhere to find a solution but I can't find one I can never encode ac3 to a acc with oagmachine any suggestions will be great.

Describe to us what exactly you are doing and what error you are getting. Maybe that'll give us something to start with.

To encode to aac (not acc I suppose) actually we use NeroAacEnc or enc_Aacplus (C.T. from winamp), and oagmachine don't work with these ones.
Then I suggest you forget oagmachine and use other method to do you ac3 -> aac transcodes. You can use BeLight, Foobar2000, BeHappy, ...

Could u please tell me which one is better becasue I have a .ac3 and want to acc so what programs is good from those three

BeLight is a GUI for BeSweet like oagmachine then maybe is more easy for you, the quality is the same because the 3 can encode to aac with NeroAacEnc or enc_Aacplus.
You need:

NeroAacEnc (http://www.nero.com/eng/down-ndaudio.php)
Or Winamp for CT encoder.
