- an external HDD with couple of movies on it, I want plug it into TV and wath em
Or
- a notebook with couple of movies on it, I want to plug it into TV and watch em! :D

Is there such kinds of USB to TV converters? ;)

Most notebooks that are at least 14" come with an S-Video out. If not, you can get something like one of these: http://www.ramelectronics.net/html/usb_video_adapter.html

I've heard of media center hard drives, but I'm not sure where to find them.

For the first option, there is something called a "DVD Player". Facetiousness aside, players are now so cheap that one with SCART, HDMI and VGA, sporting a USB and capable of playing DVD (obviously), AVI and MP4 containers, holding MPEG-2 and MPEG-4 ASP video , WMA, MP-3, and AAC audio can be had for around 50 euro. You would probably pay more for a dedicated solution.
