So: I was making a 2 pass encode with HQ-Slower profile, trargeting 1/2 CD size. But the final QP values are very low.

Can I use the previously generated stats file in my new 2nd pass encode which will have the double bitrate (so I can spare the 1st pass time, all other settings are equal) ...

Yes. Very large bitrate differences can cause problems, but a factor of 2 shouldn't be too bad.
