Accurate muxing into two parts

Does anyone have knowledge about an MPEG2 muxer that allows to split the output into (real) halves? I used to exploit bbMPEG's option to stop muxing at a certain file size, but this appears to work quite inaccurate, and only accepts MByte numbers. For example, I once got two files of 814,860 and 810,670 kB with a size setting for 796MB, and with 794MB not the expected approx. 2x 812,750 kB, but 812,550 + 812,590 + 140, which would ask for a third gratuitous blank CD :(

Other muxers ran into other problems, like e.g. mplex reporting too many errors.

Sorry if this should turn out to be wrong forum, but from the forum titles, I didn't find a better one, and the elementary streams were created using DVD2SVCD, and the output should be tailored for SVCD authoring.

Maybe I should add that I know that it's (mostly) impossible to split the output into halves of identical size (GOP sizes and other things come to my mind), but isn't there a tool allowing me to throw elementary MPEG(2) video and audio streams (created for SVCD authoring) into it, and splitting the muxed output into numbered parts rather than parts of a (more or less) certain size?

Or do I have to drop that SVCD idea and go for DVD only in the future?

Going to DVD instead of SVCD is always a good thing, IMHO.

MPEG2Cut is a good free mpeg2 cutter and will cut at a GOP. MPEG2VCR from Womble.com has a good demo available for accurate cutting as well.
