Closed Captioning is similar to subtitles in dvd's except it was made primarily for the hearing impaired and provided by network tv. Most TV's in the US have a option in them to allow you to turn Closed Captioning on/off. As for capturing that data for timeshifting *shrugs*

2 1/2 years later, can anybody shed any light on this? Is there a standard way to embed closed captions into a H.264 file?

In a "user_data_registered_itu_t_t35" SEI message in H.264 it's possible to trivially do this.

See ATSC Document A/72 Part 1 for more information.

Whether any device supports this is a different matter.

There's presumably a similar DVB/ETSI standard and perhaps a SMPTE standard.
