I have backed up all my HD DVDs using avs scripts specifying 23.976 as the frame rate. I have recently added Blu-Ray capabilities but I am having some trouble figuring it out. If I use 23.976 as the frame rate, it seems the audio and video lose sync. Is Blu-Ray 23.976 or 24 even? I see conflicting info around various sites.

Also, what is a recommended tool for viewing the attributes of the m2ts file (included streams, delay values, etc)? Basically all my backing up experience is with HD DVD and EVO containers. I don't know squat about BD and m2ts.

Both, 23.976 and 24 are supported frame rates for Blu-Ray.
For HD DVD native 23.976 is not supported, pulldown flags to 29.97 has to be set.

Thanks for the info. What tool do you use to determine which it is before you burn 40 hours encoding your 1080 video? Just by playing it back, it is impossible to tell. The difference in duration between 23.976 and 24 is only a few seconds across a 2 hour movie.

Yes, this is indeed a very important question. I've just finished a HD-DVD .ts to MKV WMV2 encoding, and note that 23.976 causes gradual audio desync.

Where is the tool that willl tell us what the framerate and audio sync delay should be on a VC-1 transport stream?
