I've read threads @ doom9. but my situation seems to be different.

is not the correct format to import chapters in muxman

Use celltimes.txt (frames only) to import chapters....

ChapterXtractor & PGCDemux have different frames for chapters.

Which one is more accurate?

Use PGCDemux...
For ChapterXtractor on NTSC DVD reading frames choose 30 as FPS rate
