how to force keyframe ?

it have a chapter file containing the frame number of each chapter of my dvd (chf file) and I want to encode my vobs with a keyframe for every chapter's beginning because I want to cut it.
Does anybody know if it is a way to do this?

Use zones. Every zone can start with a keyframe.

can i do this with virtualdub or this is a features of a specific encoding tool?

if you're suggesting to encode piece by piece I did that already but in that case each piece is encode when the same bitrate and I wish to do a global encoding for a better bitrate repartition.

It's part of the codec configuration dialog, right up front - just press add to define each new zone.
