frame rate q?

I am not sure what to do here.
I am making a vcd, and my dvd was frameserved in dvd2avi using forced film, so its 24 frames. I just dropped the pseudo avi in cce and encoded, but how do i alter the frame rate after the fact for an mpeg1? Should I have used an avs script with the vfapi avi? Or should have i not used forced film in dvd2avi? If I should have left it at 29.97, I can redo it, but otherwise whats the avs command for altering the frame rate of this mpeg1 in cce?

Try using a utility called pulldown.exe, it will do the 3:2 pulldown for you and convert the frame rate to 29.97.
