You can use:
- Foobar2000 with foo_input_dts.dll like decoder and Aften.exe like encoder.

-Or any AviSynth method (BeHappy, SoundOut, Wavi) with NicAudio.dll like decoder and also Aften like encoder.

Or you can use DTS2AC3. (http://www.mytempdir.com/2051543)
Double click on DTS2AC3_GUI.hta.
The program was in french. The english from the gui was made by me when I used the program for the first time.

enjoy,

Like tebasuna51 said, Foo should do it .
I'm a little curious why you want to convert one lossy codec to another, unless it's size you are concerned with.

Regardless, you will lose some audio information. Whether YOU can hear it or not, I don't know, but another possibility is to convert the DTS to wav with Transcode, then use one of the wav to AC3 utilities. If you have Nero Ultra 7, it has a wav to AC3 encoder with multichannel capabilities.
HTH.

The Best Method imho at the Moment, in perfect Quality and Output (16 or 24bit) is eac3to. It use SonicCinemasterAudioDecoder via Dshow

It can decode dts 5.1/6.1 (you get 7 monos) to wave/mono waves
Also eac3to supports full DTSHD decoding

Then encode the wave to AC3 with Aften or a prof DD Encoder like the DD Encoder v7 Pro from SonyVegas/Soundforge

right now, behappy with aften works best for me

Yeah..ofcourse...NicDTSSource+Aften is the best Freeware Method with good Quality

But eac3to (+SonicDecoder) decode dts es 6.1 too /to 7 CH wave/monos) in correct Bitdepth.
NicDTSSource cant handle 6.1 an also no DTSHD.

Yes, DTS2AC3 use Tranzcode to decode dts and Aften to encode (BeSweet method is not recommended: don't work with big files and ac3enc.dll have low quality than Aften).

This method create big intermediate wav files, with Foobar or AviSynth methods these files are not needed.
