VirtualDub (with MPEG2 Plugin) Files are too big

I have encoded a video using both avi.net and VirtualDub (with the MPEG2 plugin) but the VirtualDub video is 2.8G and the avi.net file size is 1.8G both vidoes are:

Xvid 1.1.3 Quantizer=3.0
Resized to 640x272
Audio is 128kbs, mp3, CBR

What am I doing wrong that makes the VD file so much larger than the other?

BTW: both look good.

avi.net is denoising and probably also deinterlacing the files; if your virtualdub files are 30 fps then it's not being done correctly.
