There is lots of room for debate on the benefits of bitrate distribution, so I can only tell you how I use it:

1. I keep "Enable Bitrate Redistribution" set all the time.

2. If I am doing a series disc (multiple episodes of, for example, a television series) -- I click on "Apply to all VTSs" -- but I unclick it when it is complete.

If you kept the "Apply to all VTSs" clicked all the time, it would raise the possibility of an Extra or Menu actually taking bits from the main feature if it's quality level were lower with a regular encode.

And the HC option is there for rare cases where CCE fails (if you use that) during the redist phase.
