Anime script/plugin Recommendation

I've never tried to fix a video this bad and alldow I have some plugins in mind, im not really in a rush so I would like to ask for some plugin/script recommendation from you, kind people, that have way more experience than me

The video is an Anime, 704x480, NTSC, AVI

I can't believe it's that bad on your original DVD. How did you encode the AVI?

is not an ilegal copy, is a dvd previewI cannot believe that a professionally made DVD preview would be made by someone who doesn't even know how to correctly IVTC their source video (given the interlacing artifacts on the screenshots you posted).

* is a shrinked dvd preview that i used to have im my old web, i only whant to see if i can get better quality out of it without increasing the size

It's too suspicious as well as being really silly. You can't improve something like that.
