Is it OK to use HCENC 0.21 with the free version of Rebuilder 0.98.2?

I think you should not have problems with it. Just change the exe and try it :).

I already have extracted the HCbatch.exe from the 0.19 folder and placed the HCenc_021.exe from the 0.21 folder into the 0.19 folder, renaming it HCbatch.exe. It seems to be working fine.
My question is more along the lines of, whether jDobbs had a particular reasoning for not incorporating 0.21 into the Rebuilder free version. Perhaps like some conflict or was it merely for the purpose of only allowing it to work with the Pro version? Because if you simply place the 0.21 exe into the 0.19 folder without renaming it, HC Encoder option in Rebuilder is disabled...
Any particular reasons for that?

Because I think he is more concentrated in the Pro version.
Also, if you look when 0.98.2 was released (December 2006), HC 0.21 was not still available. (May 2007).
But I suppose if there are other kind of reasons, the best one to answer them is jdobbs.

You may have a point there. Perhaps Rebuilder 0.98.2 just doesn't know what HCEnc 0.21 is...possible.
You're right though, jDobbs can give the perfect answer, that's part of why I posted, since he drops in here from time to time. :)

Yep. There have been a couple of HC updates since the freeware version -- but it works fine. At some point I'll need to update the freeware version with newer tools and release it again. My focus has been on the Pro version lately.

Thanks for the assurance jdobbs. You are a true gentleman for even offering the free version at all. You, jeanl, jsoto, & r0lZ have great softwares and we are lucky to have you guys sharing your work with us for free.
I hadn't used Rebuilder enough before to warrant going to the Pro version because my Athlon PC just took too long to make it efficient enough to encode too many movies with it...but now that I have built a beast of a Core2Duo custom rig, I fully plan to go to the Pro version...(i've been testing and I've gotten some done in just over an hour with just the free version..:))
I feel that's the least I can do to support your generosity...same goes for the other great authors I mentioned.
