As the thread title denotes, does "Cartoon Mode" actually help the file? or is it something to ignore?
Meaning, does it make the file better in quality?

Depends. For "solid colored" cartoons, it does (but don't expect a earth-shatering difference). For "detailed" anime, CGI, etc, it's best to use the usual settings as for a regular movie.

So like say, for a Simpsons episode, would it be helpful?

yes, probably - but again, all experiences (a long time ago) never showed any big differences in either quality or size.
But it's easy to try it out: encode a sample episode using both settings and see for yourself. :)
