telecining in a generic directshow chain

is it possible in a directshow chain have a telecing processing to convert 24 fps material as mkv in h264/x264 or also divx in 24 fps to 60 fps? exist dS filter do that? Few lcd or plasma panel support 48 hz or 72 hz. refresh rate most of then support 50 or 60 Hz. Actually I use coreavc professional to decode mkv and watch on a Panasonic 37pv60 at 60 hz. work almost fine but fluidity with 25 fps material in 50 Hz. is better.
ps: rendered do this already? haali render is my actual best choice.

You can use the ffdshow-tryouts (http://sourceforge.net/project/showfiles.php?group_id=173941) DirectShow filter.
ffdshow has an "avisynth" filter, which allows you to incorporate almost any avisynth (http://www.avisynth.org/) filter you need.
This way you should be able to load an avisynth script, which does what you want...
