I have downloaded an AVI file which is only 3 minutes
but size 91mb.
It has the following codec properties
Video: XVID 720x480 29.97fps 3747Kbps
Audio: MPEG Audio Layer 3 44100Hz stereo 192Kbps
the KBPS 3747 is very surprizing and ; i cannot fix it in
Virtualdub when i use XVID compression. I donot actually know
how to change the KBPS (and what it really means?)
How to fix it and change the file size to normal without
loosing resolution .Can anybody please help??

Do you want to know about the content???It is a personal Video song ; not at all against any violation of any copywrited material .Someone captured it wrongly ....thats all.
My question was simple.If a AVI has abnormal bitrate ; like 4000 kbps how to reduce it. If i use Video compression with a codec say XVID it doesnot reduce the bitrate.So i need some extra setting of the Compression....

Thank you for clarifying the situation.
If you want to reduce the bitrate, you have to recompress it using the Xvid codec in (for example) VirtualDub and set a lower bitrate in the configuration dialog for the codec when doing so.
I suggest using two-pass encoding. On the second pass you can use the Target filesize button to set your desired filesize.

what shd be the setting of
PROFILE LEVEL ??
ENCODING TYPE Double pass
TARGET bitrate as reqd
quality preset etc
I experiment and always get
Cannot start encoding error-100
maybe corrupt data
however thanks.I have understood a bit....

Well, if you are asking how to encode a video in Vdub, that is a long answer that requires a guide, and there are plenty by searching Yahoo or Google.
I assume you want to know Xvid settings and Vdub settings. First of all, since you are getting an error, try setting Video -> Direct Stream Copy and same for audio to see where the error is. If there is an error with direct stream copy, then you can't blame audio or video codecs, because you're merely copying the file, no conversion.
If you are not looking to fit the file on media, such as a CD, then I suggest that you go with one pass encoding:
