I have been trying to create a DVD5 size file after encoding and rebuilding the usual way, but I dont seem to be getting a DVD9 reduced to DVD5. The rebuild file is 6GB. I have entered 2236400 as the TargetSectors value in [Options]

Well, what size exactly is your output folder or .ISO?

If you're going to DVD5, you shouldn't have to put anything in for TargetSectors. Erase that line completely, and give it another try.
EDIT: Also, what encoder are you using, and what other options (if any) have you checked (like Bitrate Redistribution, Movie Only, et al).

Well, here is a copy of my rebuilder.ini file attached. I use CCE SP Trial 2.7
File size in Vista is 5.95GB for the rebuilder file I have attached.
I tried with different options, with no sectors line, with different values of targetsectors suggested in older posts, nothing - all that it does is vary the size of the output from 5.65GB to 7GB.

Did you tick in the Settings menu "Standard Target Size (DVD-5)"?
It should insert in rebilder.ini in the [Options] section the line
TargetSizeMode=0.
You may also want to post your rebuilder.log file which is in the working directory (in your case the G:/Temp).
Added:
If you are on avisynth 2.5.7 you may change it to 2.5.6. There have been sizing issues reported with 2.5.7 some time ago.
