Question about backup sizes

Why is it that some people will make backups that are only 6.5gb? I cant understand why if you are going to be forced to use a DVD9, why not utilize all the space it has to offer?

I was just curious. It just seems like a waste of a DVD9 to only use 6.5 gb of it.
