Florida AG gets $260000 for music in schools

I just saw on the news that the Florida Attorney General's office was giving about $260,000 to school music programs. This was money that was obtained in a settlement with music distributors for artificially increasing the cost of cds. (I don't know how much each other state got) My question:why would they settle for so little? Surely if the cost of cds was illegally inflated, the music industry made a LOT more than that.

Assuming roughly equal distribution, $260,000 x 50 states = $13,000,000. Or does this still seem too low?
