Yes, but you're in the wrong forum; WMA is an audio format, and as such you should post in the Audio Encoding forum.

You can use AviSynth-BeHappy|SoundOut|Wavi method open WMA with BassAudioSource and encoding to mp4 with NeroAacEnc or CT_enc_aacplus.

Also with Foobar2000 with the same encoders.
