I have an old movie with a flicker picture and noisy sound
so, is there any program can fix these problems ....

use audacity to normalize audio, use virtualdub to reprocessing image (or other video tools)

dude, i even not go into details yet, how would you thx, you can fix all these problem with such answer lol? i assume you pretend not knowing, or really don't know and pretend like know it (and say thx) lol

Yeah, I don't understand your posts cross. In the other thread regarding MPEG cutting also... You are in the newbie section, on a very sophisticated video forum. There are people here who are very intelligent, and can figure out things for themselves, and there is no reason to get belligerent when someone gives you a response to an answer you gave them, that was nothing but satisfactory.
I'm assuming you wanted him to ask 'well, how do I do it?' instead of, the obvious, reading the guides on the program mentioned, the video glossary if he didn't understand what normalization is?
I think that you should just chill out and realize you aren't going to be a one-on-one consultant for everyone in these forums. You gave a solution, he thanked you. Move on!
