There are many.

Windows XP and Vista come preloaded with Windows Movie Maker. When you connect a DV camcorder, you should see a menu pop up asking what you'd like to do - e.g., capture video.

Indeed. You can then use VirtualDub to perform simple linear edits (trim etc). For anything beyond that, there are many NLE applications available.
