Divx-to SVCD with subtitle

Hi Everyone!

I have problem with my tmpeg under winXP. Its not communicating eith the virtual dub frame server. its trying but everytime i try tmpeg says: unsupported fileformat or something like that.

So my problem is I dont want to rip dvd but i would like to create svcd with subtitle from divx/avi. Can anybody help me about that? What kind of progs do I need?
