Is if possible to cut WMV, ASF, RM video without reencoding, and loosing quality (some kind of direct stream copy)?

asfbin or asftools is what I use. Give them a try.

For WMV, Windows Media File Editor will do (comes with the WME9).
But make sure your files don't use long GOPs, the editor cuts only on I-frames (so it did for me).

For RM, Real Producer Basic. File-Edit Real Media will give you new window. Use the buttons with double arrows to find the I frames.
