What does "applying a 70% film mode" mean?

It's a term that several NLEs use to mean "film look". Generally it means bleaching the colors, applying a bluish tint, blowing out the highlights, and throwing in some bloom. 70% probably just means a 70% opacity layer used, or 70% of the full-strength effect was applied.
