Good Codec For Video Captured through Webcam

I capture video on cam sites.

Which is [good] preference to encode video to?

I use 24-bit/20frames.

What a better suited question would be, what is [a good] recorder (maybe `specially suited for webcam capturing that'll capture frame by frame.)

And what's [a good] encoder for low-framerate video captures?

Best... for what purpose? For playback on a PC? For maximum quality per bitrate? For speed? For compatibility?
