Are there any free program (or payable but legal trial version) to simply authoring DVD-VIDEO, 1 title + 1 audio, no menus but can join into one title (1 VOB structure) two parts video (mpeg2) on input. I know DVDMaestro can but isn't free.

Muxman (freeware). After adding the first M2V, hit the "Add" button to join the second one. They'll be joined seamlessly as one title.

And what about audio streams for both parts of video ( AC3 stereo) in Muxman? Will join properly ?

I didn't read your question as also joining 2 audios. I've done that only once and haven't had any problems. No pop or click or out-of-synch or anything. There's also an "Add" button after loading the audio, so you can add more audio to the end. Of course, they'll have to have the same number of channels and bitrate (I think). Try it. Only takes 15 minutes for a full movie to find out.

By golly, you're right. All I can say is that I've done this a bunch of times (admittedly adding movie credits at lower quality to the main movie most, but not all, of the time) and have never noticed anything unusual at the join place.

The free version of Muxman does not support seamless joints between segments, and this simply depends on limitations of the GUI.
But the file composer of the free release work perfectly (both for the video and for the audio), allowing to join together, within a single segment, multiple video files. The same holds for the audio. Of course the joints will be seamless, and - as stated by manono - the playback will be perfectly smooth...
So, the needs of Slavko_1 will be completely solved with MuxMan 0.15R.
