Could someone advice me how to adjust speed of CPU ?
CPU i have is AMD Athlon 2.4gig runs @ speed of 2gig.

If you mean an Athlon XP2400, then it does run at 2GHZ, that's what it's supposed to do.

What do you mean "adjust speed" of CPU? Do you want it to run at a certain speed, such as even maybe slow it down?
Well if you're running some DOS game from the late 80s that's running too fast there's utilities for that, one is called "Mo'Slo", but other than that we need some more clarification about what you wish to do...
Speed it up? That maybe would be app specific and we need more details.
I'm taking this opportunity now to ask a question of my own:D: If I want to change from Duo Core to Quad Core (or similar), can I just buy a new processor and install it, or is it much more complicated surgery than just a quick switch?

Windows will adjust automatically.
