Well, a fast quad-core can do the encoding in software with a DirectShow compatible capture card.
But you can use this to get better quality yet:

Dear Sir,
Thanking you for replying to my post.
I need your help. I want to make WMV Files of a movie and give it to my client for Streaming on internet.
I am not getting a good video quality compared to AVI quality which i grabbed from DigiBeta. The Digibeta quality is very good as they all are new movies. I have also tried 2 pass CBR.
I am using Matrox RT series capture card. I am making AVI and then converting AVI to WMV using Premier Pro Software. I get both formats on DigiBeta. (Pal & NTSC). Pal looks little discent then NTSC, but NTSC looks worst but the AVI quality is real good of both formats.
Please suggest me where i am wrong?
Thanks lot and please help.

Can you post a sample of your output somewhere? Also, can you share the settings you used?
