If I have a PGC that has a cell still time in cell 1, does it matter if the STC discont flag (2) is set or not in the next cell? I don't suppose it should, just so long as the cell is marked as non-seamless, right?

Scenarist does set STC discont flag
Maestro does not
Verifiers does not complain, neither set nor not-set.
