how to convert DTS to Cyberlink DVD ac3 audio?

I have DTS and AC3 620BitRate audios. I need to convert them to regular AC3 (like DVDs have, Divx and so on) so that i can playback them with Cyberlink audio decoder. What i need?

640kbps AC3 with Cyberlink Audio Decoder from 7.3 Ultra

When you need lower Bitrate ,use Aften to reencode the 640kbps to xxx.. There is huge Thread how to encode DolbyDigital
