It can play successfully from start to end but can't drag the time.

Is it possible to fix the file ?

try remux it with ERMP (http://forum.doom9.org/showthread.php?s=&threadid=73228)(it has an utility for this task) or RMMuxer (http://forum.doom9.org/showthread.php?s=&threadid=86264).
