I used a TV card to record a tv programme and the tv signal is not pretty good. It is a little bit noisy

What kinds of filter to remove such noisy source ?

Try MVDegrain1 or MVDegrain2 from MVTools plugin.
and also try use antenna preamplifier :).

Wouldn't you want to do a denoise before resizing, as the resizing interpolation would make denoising much more difficult?

In this case here, it shouldn't matter too much. With so much noise, the deinterlacer will be sufficiently fooled and use spatial interpolation almost everywhere. This means that all the noise already has been spatially interpolated before the resizer even gets its hands on the content.

Theoretically, it should be better to denoise the interlaced stream first, then do the deinterlacing (needs interlacing-aware filters, of course). Only when the interlaced stream has cleaned, the deinterlacer will be able to do a "reasonably" job.
When deinterlacing first, you'll end up with a result that's very close to just discarding one field.
