How can I find the true Layer Break using IMGBURN.

The problem is it gives me 13 options.

Of the 13 - there are 10 that have a GREEN star (in otherwords labeled as EXCELLENT).

How can I choose from the 10 excellent choices.

Is there another way or some other program I can use to find and determine the true layer break?
Can ifoedit be used?

You should be able to use any of the ones marked "Excellent."

Unfortunately, there is no "true layer break" in the IFOs or VOBs. It is theoretically lost when you rip the DVD (unless you rip it with DVD Decrypter in ISO mode.) However, it is usually possible to guess where it was by analysing the IFOs. If ImgBurn proposes several "excellent" LBs, I guess you are burning a compilation of short films. In this case, as long as you select a LB at the beginning of a film, you will not notice it.

You can, if you wish, see what PgcEdit suggests. ImgBurn uses the same guessing method, but PgcEdit selects the "best" LB automatically by default. (The best LB position is the "excellent" position that is near the middle of the compilation.)

You can also preview the cells each side of your selected LB in ImgBurn (www.imgburn.com) to see if it is aesthetically pleasing.

The "true layer break" (ie the original one) will, most likely be labelled as SPLIP=no in ImgBurn (www.imgburn.com) (unless you have marked it non-seamless).

If there are a choice of many excellent ones, try to balance the DVD near to 50/50 on each layer. Also consider keeping a whole VTS (IFO-VOB-BUP) on a whole layer and not just the VOBs or the BUP.
