It is possible w/o recompression of *.avi only modify metadata in header to apply 2:2 pulldow for 25p PAL stream? Thanks.

I don't understand what you mean. The 3:2 pulldown used to get 23.976fps material up to 29.976fps works by repeating one field (half a frame) out of every 5:
1T1B1T2B2T3B3T3B4T4B...
"2:2 pulldown" doesn't mean anything (to me), because each frame in the clip would be broadcast as 2 fields anyway.
What are you trying to achieve?

Im trying to make HDDVD compliant stream 720p50. For avi source i need tool alike MS FrameRepeater for VC1 stream which converts 720p 29.976 fps content to 720p 59.974 fps content by repeating each frame in the file once which doubles the framerate.
