MPEG2 TS in CBR

MainConcept Encoder support CBR TS (ie TS that have not only video and audio but also so called stuffing on PID $1FFF).

also seems that ffmpeg and vlc have some limited capability for this functionality

also all multplexers have this (mazanita, adherent and tektronix) but they are expensive (especialy tektronix - former adherent)
